Sagicor Bank Jamaica Limited is seeking a suitable candidate to join our Card Operations team in the capacity of: Operations Compliance Officer
Location: Kingston
 
 
As an Operations Compliance Officer, you will:
  • Coordinate and liaise with all stakeholders to ensure that card operations’ compliance requirements are represented in projects involving new card products, system and procedural changes.
  • Ensure that compliance notification and advisories received from Visa and Mastercard are duly disseminated to the relevant team members and actioned, if required.
  • Ensure rejected outgoing and incoming interchange transactions are assessed, liaising with the relevant IT teams to resolve.
  • Review billing statements dispatched periodically by all card associations, to determine where there may be revenue leakages, due to fines for non-compliant practices.
  • Assist with the execution of annual objectives of the department/ unit and determine projects that will deliver accordingly.
  • Develop and define unit plans to meet strategic and operational objectives and targets and assist with cascading same.
  • Identify and confirm activities required for strategic and operational initiatives with respective stakeholders.
  • Assist with Identification and development of immediate and long-term solutions for process defects and inefficiencies.
  • Conduct regular reviews of policies, legislation and regulations related to the transactions within the department.
  • Keep up to date with all association mandates and ensure compliance with Visa, Mastercard and JETS operating rules and regulations.
  • Maintain effective communication to ensure that all stakeholders are informed of the changes in the business and information affecting the card business and compliance.
  • Investigate and provide timely response and resolution to queries made by all card support teams.
  • Liaise with relevant stakeholders on mandates to be implemented to ensure same are undertaken and completed as required.
  • Collaborate with and foster relationships with other units/ departments by promptly communicating issues and concerns, ensuring that all discrepancies are handled in a timely manner.
  • Partner with the chargeback and fraud management team to analyze trends and determine if there is any root cause related to procedural or system non-compliance.
  • Supervise the analysis of the Payment Association settlement rejects and ensure timely resolution to assist Sagicor Bank in recovering outstanding funds.
  • Provide support to card operations, customer care and payment services teams for all issuer rejected transactions and provide timely resolution to all issues raised
  • Conduct certification exercises for Sagicor Bank for all card related initiatives, mandates and enhancements with VISA, MasterCard and JETS.
  • Support acceptance testing from a compliance perspective on all transaction channels.
  • Manage the implementation of changes to parameters in core card system (Prime) based on detailed instructions from the change management team to support associated initiatives.
  • Ensure mandatory quarterly ABM Locator reports for VISA and MasterCard.
  • Ensure that, Payments Association quarterly statistics report (QSR) which provides details on the performance of the MasterCard and VISA portfolio of payment services division is analyzed and submitted.
  • Ensure that bulletins published by Payments Associations are reviewed, and all impact applicable to Sagicor Bank is communicated to the relevant stakeholders.
  • Provide support to cross-functional teams during testing of the quarterly Payment Associations business enhancement, ensuring that there are no issues relating to this mandatory system upgrade.
  • Ensure that card related issues including but not limited to outstanding fixes, compliance issues, incoming/ outgoing files are collated and tracked up until resolution.
  • Ensure that Payments Association compliance program reports are monitored to ascertain early identification of non-compliant trends and elimination of fines.
  • Ensure that billings from Payments Associations are analyzed timely to identify issues that impact earnings.
  • Monitor Issuer Authorization statistics/ analyze data from payments houses to ensure that Sagicor
  • Bank remains in compliance with data integrity standards.
  • Perform other related duties assigned from time to time.
What do you need?
 
  • Bachelor’s degree in Management Studies, Banking/ Finance, Business Administration or relevant discipline from a recognized tertiary institution.
  • At least five (5) years working experience in a banking or financial institution.
  • A minimum four (4) years working experience in banking operations and account reconciliation processes.
  • Formal training in Agile project management and supervisory management.
  • Training in credit card management for Issuers and Acquirers would be an asset.
  • In-depth working knowledge of card procedures, local and international payment association rules and other operational processes to include authorization, settlement and clearings processes.
  • Sound knowledge of banking and card applications e.g. Prime and Online module.
  • Sound knowledge of Payment Associations systems and applications including but not limited to Visa Online, MasterCard Connect and JETS.
  • Sound knowledge of financial services industry as well as the local and international banking sector.
  • In-depth knowledge of the bank’s card products and services and applications associated with the card business.
  • Understanding of physical technology infrastructure that supports the card business and electronic transaction channels.
  • Strong knowledge of e-commerce, POS and ATM electronic transaction channels.
  • General knowledge of branch operating and processing procedures.
  • Proficiency in Microsoft Office Suite (Excel, Word, Power Point, Planner).
  • Ability to work well under pressure and manage multiple tasks with competing priorities.
  • Strong knowledge of card authorization, clearing and settlement procedures.
  • Knowledge of respective card associations’ rules and regulations.
    Strong people management skills.
