Description

The position of Rescue and Emergency Services Officer has the responsibility for the management of the Airports Protection Service, and personnel at the Ian Fleming International Airport (IFIA) and the domestic aerodromes.  The incumbent ensures that all emergency facilities, vehicles, equipment, tool, procedures, plans and personnel are always in a state of readiness to deal with aircraft and airport emergencies and disasters – manmade or natural. The position also involves the execution of relevant sections of the Safety Management System (SMS), assigned aviation security services and the management of the Airport Emergency Operations Centre (EOC).

The Rescue and Emergency Services Officer is responsible for:

  • Maintain adequate controls and reporting procedures to ensure timely response to accidents and incidents.
  • Assist in coordinating preventive maintenance programme for the APS and EOC facilities and equipment.
  • Prepare requests and justification of staff, assists in recruiting and promotional process.
  • Prepare department annual budget, soliciting bids, and planning for resource allocation.
  • Develop, review, evaluate and recommend training and development programmes for staff, including specialized courses to ensure competency in specific disciplines, functions and operational techniques.
  • Make requisition and recommendation for the purchase and issue of uniform, safety supplies, PPE, etc.
  • Direct life safety education programme for the airport community.
  • Ensure that personnel, facilities, emergency vehicles, equipment, tools and supplies are in state of readiness to meet all
  • Ensure that the department is adequately staffed and prepare to respond to airport emergencies.
  • Prepares monthly and annual reports on status and activities of service.
  • Prepare and submit reports of appliances serviceability and activities of service.
  • Develop and maintain the Airport Emergency Procedures Manual.
  • Develop and maintain APS Services Manual.
  • Ensure the required amount and type of extinguishing media and ancillary equipment are properly stored and discharged.
  • Be able to perform all of the duties of the APS and fill in during industrial action as needed.
  • Ensure EOC is adequately equipped and updated with maps, charts, callout log etc.
  • Conducts regular inspections to ensure emergency service and accessories meets ICAO standards.
  • Conduct monthly safety inspection of airport facilities.
  • Conduct tabletop, functional, drills and full scale exercises as required to meet regulatory compliances.
  • Assist with development and maintenance of wildlife management programme.
  • Promote safety awareness and ensure that the prevention of accident is the priority throughout all divisions and departments at the airport.
  • Manage, train, develop and evaluates Rescue and Emergency Services personnel and other staff in the requisite knowledge and technical skills necessary to maintain objective; serves as a resource in resolving difficult problems.

Required Competencies:

As a member of the Aerodrome Operations team, the incumbent is required to demonstrate the following competencies: customer orientation, business focus, computer literacy, cost consciousness, airport safety and security awareness, self-management, results oriented, conflict management and environmental awareness.

The following management competencies/skills are also required at this level: knowledge of aviation safety and security regulatory requirements, well-developed knowledge and skills in  airport operations, aircraft rescue and firefighting, knowledge of fire detection, alarm and suppression systems and equipment, thorough knowledge of fire and safety hazards, aircraft construction and material, sound knowledge of radiotelephony communications, fire ground communications and protocols, interpersonal skills, computer literacy, report writing, time management skills and problem solving skills.

Qualifications and Experience

The position requires 5 years’ experience in emergency management and mitigation, life safety management and a high degree of initiative.  The incumbent should have demonstrated excellent skills in: analysis and problem solving, planning and research; and communication.

  • Bachelor’s Degree in Fire Science, Airport Operations, or a closely related field
  • Tertiary Diploma in Safety Management
  • Training in Emergency Management
  • Training in Microsoft Office Suite
