CAREER OPPORTUNITY
The Jamaica Information Service (JIS), an Executive Agency, invites applications from suitably qualified professionals for the following position:
FINANCE MANAGER
Salary range: $2,542,698.00 - $3,141,020.00 p.a. plus any Allowance(s) attached to the Position.
JOB SCOPE
Under the direction of the Director, Corporate Services, the Finance Manager is responsible for overseeing the day-to-day financial operations of the Agency and for monitoring financial controls and procedures to safeguard its assets and facilitate proper reporting and recording.
CORE FUNCTIONS
- Develops and implements the Department’s annual budget, strategic, corporate and operational plans.
- Establishes and monitors accounting systems, procedures and controls to protect the Agency’s assets.
- Ensures that financial statements and management reports are prepared in accordance with Agency standards and guidelines.
- Provides advice and guidance to the CEO and Directors on financial and accounting policies as well as on all financial and accounting related matters, through the Director, Corporate Services, to the CEO and Board on all financial matters.
- Ensures that the financial resources necessary to deliver media products and services are in place, through liaison with CEO, Deputy CEO/Director - Electronic Production, Director – Research, Print & Production, Director – Corporate Services, other Directors and Managers.
- Supervises the preparation of departmental business plans, income and expenditure estimates for the upcoming financial year, and the two years following that for submission to the CEO through the Director, Corporate Services.
- Ensures the maintenance of adequate accounts and records covering the Agency’s business transactions in order to enable timely and accurate financial reporting.
- Monitors and evaluates the performance of direct reports, conducts performance evaluation meetings and interviews and completes staff appraisals.
QUALIFICATION AND EXPERIENCE
- Bachelor’s Degree in Accounting, Management Studies (Accounting) or ACCA Level 2.
- Certificate in Government Accounting would be an asset.
- At least five (5) years’ related experience, with three (3) at the Management level.
REQUIRED COMPETENCIES
- Good leadership and people management skills.
- Good communication and interpersonal skills.
- Good decision-making, planning and organisational skills.
- High level of professionalism, integrity and confidentiality.
- In-depth knowledge of Government Accounting Procedures and the GOJ Financial Administration and Audit Act (FAA).
- Sound knowledge of the stipulations of the FIEA and generally accepted accounting principles and practices.
- Sound knowledge and understanding of automated commercial accounting systems and data management tools.
- High proficiency in the relevant computer applications.
