Applications are invited to fill the following vacant posts in the Ministry of Agriculture and Fisheries: Chief Internal Auditor (FMG/AS 5), salary range $4,148,351 - $4,931,086 per annum and any allowance(s) attached to the post.
 
Job Purpose
Under the direct supervision of the Permanent Secretary (GMG/EMG 1), the Chief Internal Auditor (FMG/AS 5), is responsible for planning, directing and co-ordinating the activities of the Internal Audit Unit.
Key Responsibilities
 
Management/Administrative:
  • Plans, directs and co-ordinates the activities of the Internal Audit Unit;
  • Represents the Internal Audit Unit at disciplinary hearings, meetings and other functions as required;
  • Provides guidance/advice to the Permanent Secretary and personnel on polices and operational guidelines;
  • Attends meetings as required;
  • Prepares and submits the Unit’s Annual Financial Budget;
  • Approves expenditures for the Unit, time Budgets and Itineraries.
Technical/Professional: 
  • Conducts Risk Assessment to determine audit areas;
  • Develops Annual Audit Programmes, Work Plans and Operational Plans;
  • Prepares Audit programmes for the examination and assessment of the Audit Area;
  • Reviews Audit reports and working papers received;
  • Conducts special audits/investigations in accordance with auditing standards and liaises with Fraud Squad where necessary;
  • Visits offices and Auditors in the field periodically to provide guidance/assess audit progress;
  • Writes and submits Audit Reports to the Permanent Secretary stating condition, criteria, causes and effect and makes recommendations for punitive/corrective actions;
  • Submits Quarterly Reports to the respective recipients;
  • Ensures the security of Audit Files;
  • Meets with the Permanent Secretary, Departmental, Divisional or Agency Heads to discuss audit findings;
  • Meets with the Ministry’s Audit Committee to discuss audit findings, appropriateness of Management Responses and adequacy of actions taken;
  • Follows-up on management responses and verifies actions taken;
  • Attends Court as the Government’s chief witness in relation to alleged frauds;
  • Maintains confidentiality, professionalism and integrity of the Unit.
Human Resource:
  • Provides leadership and guidance to direct reports through effective planning, delegation, communication, training, mentoring and coaching;
  • Participates in the recruitment of staff for the Unit and recommends transfer, promotions, terminations and approves leave in accordance with the established Human Resource Policies and Procedures;
  • Monitors and evaluates the performance of direct reports, prepares Performance Appraisals and recommends and/or initiates corrective action where necessary to improve performance and/or attain established personal and/or organizational goals;
  • Develops and implements a Succession Planning Programme for the Division/Unit to facilitate continuity and the availability of required skills and competencies to meet the needs of the Unit in collaboration with the Human Resource Division;
  • Establishes and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and Organization’s goals;
  • Manages the welfare and developmental needs of staff in the Division/Unit and ensures that they clearly identified and addressed;
  • Institutes systems for the dissemination of information to ensure that staff is aware of and adhere to policies, procedures and regulations of the Unit, the Ministry and the Government in general;
  • Performs other related functions assigned from time to time.

  • Minimum Required Qualification and Experience
  • First Degree preferably in Accounts, Finance, Business Administration, Management or Economics; or
  • ACCA Fundamentals or equivalent and over six (6) years’ experience in audit/specialized area;
  • Successful completion of the Government auditing courses and professional auditing training would be an asset.
Special Conditions Associated with the Job
  • Constant physical threat, particularly when carrying out investigations into fraud and irregularities;
  • Encounter potentially dangerous situations when conducting physical count of livestock etc.;
  • Possible exposure to adverse environments when conducting investigations in the field such as, infestation of lice, attack of rodents, inhalation of toxic fumes etc.;
  • Extensive travelling islandwide.
