Job Summary
Under the direct supervision of the Procurement Manager, the Procurement Officer is responsible for undertaking specified procurement activities and coordinating the efficient delivery of goods and supplies into storage and the distribution to central stores. TheProcurement Officer will also ensure that all procurement activities are conducted in accordance with the GoJ's Procurement Guidelines and Procedures (Public Procurement Act, 2015).
Key Responsibilities include:
- Draft tender notices and advertisements;
- Prepare Requests for Quotation (RFQ) for goods, general services and minor works;
- Obtain quotations/tenders from appropriately qualified suppliers;
- Coordinate Bid submissions and Tender opening exercises (manual and via E-Gov Portal)
- Maintain Procurement records in good order to facilitate audit and other reviews;
- Assist with the preparation of Quarterly Contracts Award Reports (QCA Report) to be submitted to Integrity Commission;
- Liaise with relevant Departments and stakeholders to have Requests for Proposal (RFP) and bidding documents prepared, approved and issued in a timely manner according to the approved budget;
- Prepare Evaluation Reports for submission to the various Committees (Procurement Committees for endorsement);
- Draft Contracts for goods, services and works;
- Maintain Procurement Filing system in a systematic manner;
- Receive, compile and process Purchase Requisitions electronically for all Departments for the procurement of goods, services and works;
- Prepare Purchase Orders, seek approvals and issue to approved suppliers;
- Check invoices to ensure correct price, follow through to ensure that
- materials ordered have been received, examine the condition of materials received and recommend invoices for payment;
- Ensure all completed Purchase Orders are inputted to the Tax Administration Jamaica Office and generate Tax Withheld Certificates;
Minimum Requirements for the Position:
- Associate Degree or Diploma in either Business Administration,
- Marketing, Management Studies or a related discipline;
- Training and certification in Public Procurement at the minimum of Level 1;
- Minimum of five (5) years’ working experience with at least 3 years in the Procurement environment in a Public Sector entity;
- Knowledge of the Procurement Act and Guidelines and related procedures and best practices.
- Good interpersonal relations skills;
- Ability to communicate effectively both orally and in writing
- High Degree of Integrity and Accuracy.
