AIR NAVIGATION SERVICES - QUALITY OFFICER

(SAFETY & COMPLIANCE DEPARTMENT)

JOB SUMMARY

Reporting to the ANS Quality Manager, the incumbent is required to use routine and or specialized procedures to ensure that the services and products of the Air Navigation Services (ANS) including those under Memoranda of Understanding are compliant with Civil Aviation Regulatory requirements, and ICAO Standards and Recommended Practices (SARPs).  Assist with the development, implementation, and maintenance of systems for managing the quality and safety performance of divisional units.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's Degree from an accredited tertiary institution
  • Certificates in Quality Management System and Safety Management System
  • Minimum five (5) years practical experience in aeronautical information service/management.

KEY TECHNICAL COMPETENCIES REQUIRED

  • Sound knowledge of the Civil Aviation Act and the Jamaica Civil Aviation Regulations
  • Sound knowledge of ICAO Annexes 1, 2, 3, 10, 11, 12, 13, 14, 15, 19 and supporting
  • Sound knowledge of ICAO Documents/circulars to include 4444, 9859
  • Sound knowledge of tools, concepts and methodologies of quality assurance with emphasis on quality management systems
  • Sound knowledge of productivity software to include word processing, spreadsheet, database, presentation and meeting tools
  • Working knowledge of ICAO’s Quality Assurance programmes and Safety Management System for ANS and their importance in achieving an occurrence-free service
  • Working knowledge of aeronautical information management publication requirements


KEY NON-TECHNICAL COMPETENCES

  • Excellent technical report writing skills
  • Sound analytical and problem-solving skills including the ability to identify cause and effect relationships in the review of complex technical data
  • Sound judgement and decision-making skills
  • Good interpersonal skills including tact, diplomacy and flexibility to work effectively with management, non-management and external agencies in the carrying out of duties
  • Ability to deliver assignments amidst competing priorities
  • Ability to work independently as well as part of a team
  • Attentive to details with a good degree of accuracy
  • Data collection and management skills
DUTIES AND RESPONSIBILITIES
  • Conduct routine quality audits, surveys and reviews of departmental activities within the Air Navigation Service Division to include site visits to offsite equipment, installation sites and tower
  • Ensure that processes engaged by units/departments/agencies are in keeping with established procedures, unit instructions/guidelines and conform to the requirements of national regulations as well as ICAO SARPs
  • Conduct review of manuals, Memoranda of Understandings and operational Letters of Agreements
  • Contribute to collection and maintenance of quality data and maintenance of the quality assurance database 
  • Monitor corrective action programs for timely and appropriate implementation of recommended/agreed resolution of quality assurance matters
  • Communicate critical compliance issue to the affected department manager and the ANS Quality Manager
  • Report immediately to the ANS Quality Manager all potential quality hazard
  • Participate in the conduct of incident investigations and generation of incident reports
  • Evaluate quality events, incidents, queries, and complaints for impact and document same for review
  • Keep up to date with all related quality assurance, safety and compliance issues
  • Keep abreast of relevant industry publications such as CARs, ICAO Annexes, SARPs, supplementary documents, local and international standards for adoption in the execution of duties
  • Assist with documentation of divisional and departmental processes
  • Assist in the delivery of safety and quality promotion sessions as scheduled
  • Provide support as required in the preparation of evidentiary compliance materials for submission to the Regulatory Agents
  • Utilize supplementary documents, international standards and interpret for guidance
  • Submit monthly and ad hoc activity as well as safety audit reports indicating trends and recommendations to the ANS Quality Manager.
