Personnel Manager (GMG/SEG 1)
Job Purpose
Under the general direction of the Chief Executive Officer, the Personnel Manager is responsible for the management of Human Resource, training and industrial relations function of the department by ensuring that best practices are implemented to achieve organizational efficiency and effectiveness in accordance with the vision and mission of the Bellevue Hospital and consistent with the strategic direction of the Ministry of Health.
Key Responsibilities
Management/Administrative:
- Represents the Bellevue Hospital in meetings or on committees to examine and evaluate standards, incentive systems and Human Resource policies and programmes.
- Ensures that all positions within the institution are correctly described and classified.
- Represents the institution as a member of the Human Resource Management Sub-Committee of the Board of Management.
- Provides management advice on industrial relations matters and represents the institution in negotiations with Trade Unions and Staff Associations.
- Directs and guides the development and implementation of training programmes that support the strategic objective of the Ministry of Health &
Wellness and the Bellevue Hospital. - Prepares and submits monthly and specialized reports.
- Reviews and revises the organization’s Human Resource and Industrial Relations policies and procedures in accordance with the Ministry of Health & Wellness Human Resource Standards.
Technical/Professional:
- Provide professional advice and interpretation of Human Resource policies for the Bellevue Hospital.
- Undertake planning with senior staff to determine targets and goals for the Human Resource activities of the institution, in keeping with the standards outlined in Human Resource policies and procedures.
- Directs the benefits administration and staff outreach activities, which includes the administration of staff welfare scheme.
- Implement Human Resource Policies and Procedures programme as well as the organizational/departmental operational standards.
- Evaluates the implementation of Human Resource programmes and provides recommendations to correct weaknesses.
- Recommends and guides the Bellevue Hospital recruitment, orientation and induction programme.
- Conceptualizes and promotes policies and programmes that support the retention of staff,with the requisite knowledge and skills to accomplish the
Bellevue Hospital goals and objectives. - Ensures fair and impartial disciplinary actions are taken in accordance with the Human resource policies and procedures.
- Monitors the Human Resource functions within the facility and aligns it with the general operation of the Bellevue Hospital.
- Make appropriate recommendations to ensure effective service delivery.
- Conducts reviews of work plans and performance reports for staff members within the institution and ensure that the performance indicators are measureable.
- Participates in the organization strategic planning progress – assists with the preparation of the institution operational plan and budget ensuring that work is performed according to plan and the agreed targets achieved.
- Conducts periodic reviews of supervisees’ performance in accordance with work plan and relevant performance management tools.
- Establishes the relevant organizational structure, chain of command, channel of communication and manpower utilization.
- Performs other related duties as assigned by the Chief Executive Officer or designated.

Minimum Required Qualification and Experience
- A first degree Human Resource Management, Management Studies or Public Administration
- A minimum of five (5) years related professional work experience in a Senior Management level position
- Knowledge and skills in Human Resource Management System and other computer related software programmes
